SUMMARY:
Evaluation of public schools. Requires the Superintendent of Public Instruction to include in educational performance criteria standards for determinations of substantial impairment of quality education. Any school demonstrating "substantial impairment" is afforded a hearing and comment procedure. The school may be designated as a "school in crisis" if plans for improvement are not implemented in a certain time period. These schools will be eligible for Department of Education assistance. Similar in concept to the school in crisis designation included in the Kentucky Distinguished Educator program, this initiative authorizes the Department of Education to send personnel to a school in crisis to assist and monitor the implementation of recommendations to improve the quality of education in the affected school. This measure was carried over by the House Education Committee.
