Establishing procedures for the final approval of agency studies requested by the General Assembly and providing for transmittal and follow-up procedures for certain memorializing and designating-occasion resolutions agreed to by the General Assembly.

WHEREAS, since 1992, the General Assembly has authorized the Joint Rules Committee to review legislative studies subsequent to their passage in order to reduce duplication; and

WHEREAS, during each session numerous resolutions requesting state agencies to conduct studies also are introduced, many of which are designed to accomplish the same objective or address issues that have been recently studied; and

WHEREAS, relevant information concerning an agency's ability to conduct a study will enable the General Assembly to reduce duplication of effort; and

WHEREAS, in the short time frame of the session each year, the Senate and House Rules Committees often cannot obtain the information they need regarding an agency's ability to conduct a study; and

WHEREAS, numerous other resolutions which memorialize Congress or designate or proclaim certain occasions are often not directed to the people who can have a direct impact on implementing the objectives of those resolutions; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the implementation of all agency study resolutions agreed to by the 1994 Regular Session of the General Assembly shall be contingent upon the final approval and ranking of the studies in order of priority by the Joint Rules Committee; and, be it

RESOLVED FURTHER, That each Secretary of the Governor's cabinet be requested to notify the Committee in writing by April 13, 1994, as to whether [ he can conduct the studies referred to him or to the agencies within his purview the Secretary and the agencies within the Secretary's purview can conduct the studies referred to them ] . The Secretary shall indicate in the written notice the order of priority in which the resolutions would be assigned for study, whether an issue has been studied within the past three years or is currently being examined, and whether a study can be conducted adequately within the staffing and funding levels of the relevant agency or agencies within the secretariat; and, be it

RESOLVED FURTHER, That the Clerk of the Senate and the Clerk of the House of Delegates shall transmit copies of this resolution along with the relevant agency study resolutions originating in their respective houses to the Secretaries so that they may be apprised of the sense of the General Assembly; and, be it

RESOLVED FURTHER, That for resolutions memorializing Congress, the Clerk of the Senate and the Clerk of the House of Delegates shall transmit copies of the resolutions originating in their respective houses to the Speaker of the House of Representatives, the President of the United States Senate and the Virginia congressional delegation with a transmittal letter stating that the General Assembly requests the Virginia congressional delegation to [ introduce and pursue the enactment of the legislation that would take appropriate legislative action to ] accomplish the objectives stated in the resolutions; and, be it

RESOLVED FURTHER, That prior to the 1995 Regular Session of the General Assembly, the Director of the Virginia Liaison Office be requested to apprise the General Assembly through the Clerk of the Senate and the Clerk of the House of Delegates of the status and progress of the General Assembly's requests to Congress. The Clerk of the Senate shall transmit a copy of this resolution to the Director of the Virginia Liaison Office so that he may be apprised of the General Assembly's request; and, be it

RESOLVED FINALLY, That for resolutions designating or proclaiming certain occasions, the Clerk of the Senate and the Clerk of the House shall transmit copies of the resolutions originating in their respective houses to the Governor with a transmittal letter stating that the General Assembly requests the Governor to call upon the people of the Commonwealth to participate in the observation of the occasion through appropriate ceremonies and activities.
