LD0660198WHEREAS, rates, fees and other charges for water and sewer service are determined by local water and sewer authorities; and
WHEREAS, some concern exists that there is inadequate state overview of local regulation of water and sewer service; and
WHEREAS, the State Corporation Commission is charged with regulating most public utilities in the Commonwealth; and
WHEREAS, it is in the best interests of the Commonwealth’s citizens to provide them with adequate and reliable water and sewer service at reasonable rates; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, that the State Corporation Commission, in cooperation with the Department of Health, study the regulation of water and sewer service. The Commission shall study (i) how rates, charges and fees are currently determined by water and sewer authorities; (ii) whether such rates are generally reasonable; (iii) whether additional oversight of such authorities is necessary; (iv) whether water quality can be improved with regulatory changes; and (v) other such issues that the Commission deems appropriate. All agencies of the Commonwealth shall provide assistance upon request.
The State Corporation Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1996 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for processing legislative documents.
