A BILL to amend the Code of Virginia by adding a section numbered 18.2-102.3, relating to newspaper theft; penalty.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-102.3 as follows:

§ 18.2-102.3. Newspaper theft; penalty.

No person shall take at any one time more than five newspapers or other periodicals that are distributed on a complimentary basis without the consent of the publisher.

The publisher of a newspaper or periodical that is distributed on a complimentary basis shall affix, print, stamp, or impress upon any such publication a notice on the masthead in bold type that not more than five such publications may be lawfully taken at any one time.

A violation of this section shall be punished by a civil penalty of not more than $500.
