SUMMARY:

Campaign finance disclosure and contribution limits. Imposes limits on the amount which an individual, corporation, labor union, or other like entity may contribute to certain candidates: $5,000 for nomination and $5,000 for election for Governor, Lieutenant Governor, and Attorney General; $3,000 prior to nomination and $1,000 for the general election for the Senate; and $1,000 for nomination and $1,000 for the general election for the House of Delegates. The limits do not apply to contributions (i) by the candidate to his own campaign, (ii) to a political committee, or (iii) to or from a political party committee (including a legislative caucus group). An additional disclosure report must be filed for November election candidates on September 15 complete through August 31. Disclosure reports required to be filed by local political party committees must be filed at the local and state levels. The bill incorporates, with modifications, the recommendations of the Joint Subcommittee Studying the Report of the Governor's Commission on Campaign Finance Reform, Government Accountability, and Ethics pursuant to SJR 217 (1993).
