SUMMARY:

Conflict of interests and ethics laws. Includes various revisions in present laws concerning ethics and government accountability. The main proposals include: (i) establishment of whistle-blower protections for public employees, (ii) a ban on the acceptance of honoraria by elected state officers, General Assembly members, and higher-level state officers, (iii) a prohibition on higher-level state and local officers and employees from "switching sides" on an issue within their area of responsibility for one year, (iv) imposition of a "no contact" rule for one year on such persons to preclude lobbying their former agency; and (v) allowing smaller towns to elect to be covered by the financial disclosure provisions of the State and Local Government Conflict of Interests Act. The bill incorporates the recommendations of the Joint Subcommittee Studying the Report of the Governor's Commission on Campaign Finance Reform, Government Accountability, and Ethics pursuant to SJR 217 (1993).
