SUMMARY:
Free textbooks for children in public school. Repeals Chapter 654 of the 1993 Acts of Assembly which would require school boards to provide textbooks free of charge to all students and would become effective July 1, 1994, contingent upon the appropriation of funds by the General Assembly for such purposes. Currently, school boards may have free textbook systems or textbook rental systems and must provide free textbooks to students whose parents cannot afford to purchase them or to pay the rental fee. School boards which provide free textbooks must pay the costs of such textbooks from school operating funds, the textbook fund, or other available funds. School boards which provide a textbook rental system are authorized to waive rental fees or to reimburse the textbook rental fund from school operating funds.
