Larry C. Isley. Provides relief for Larry C. Isley, a state trooper who was forced to retire after becoming critically injured, while on duty, in an automobile accident caused by the negligence of a third party, and who attempted to overturn current Virginia case law for the benefit of state troopers and the Commonwealth.
