SUMMARY:

Clean Air Act. Requests the Virginia Congressional Delegation to introduce and pursue the enactment of legislation to clarify that the Metropolitan Washington area, a "serious" nonattainment area, can "account for," rather than "offset," any growth in emissions and use "episodic" reduction measures as part of the area's plan to meet standards for ozone pollution set by the 1990 Clean Air Act amendments.
