SUMMARY:
Increasing educational opportunities. Implements, statutorily, the recommendations of the Commission on Equity in Public Education. The Commission will be seeking funding to implement its 1994 recommendations which include statutory revisions and funding to (i) reduce class sizes in the early grades (K-3), with an initial target of a statewide ratio of 22 to 1 in K through 3 and a ratio of 18 to 1 in schools with high concentrations of at-risk students, and a long-term goal of reaching, by the year 2000, a statewide ratio of 20 to 1 and a targeted ratio of 16 to 1 in schools with high concentrations of at-risk students; (ii) increase the availability of programs for at-risk four-year-olds; (iii) expand access to educational technology; and (iv) provide incentives to increase parental and community involvement.
