SUMMARY:
Lobbying; government lobbyists; reporting by governmental bodies. Repeals the prohibition against government agencies and localities hiring outside lobbyists and requires certain state government officers and employees to register with the Secretary of the Commonwealth if they engage in lobbying activities.
