SUMMARY:

Virginia Retirement System; direct brokerage transactions. Expresses a preference for brokerage firms that are domiciled in Virginia and to Virginia offices of out-of-state brokerage firms for conducting directed brokerage transactions, including but not limited to the purchase and sale of authorized investments. Such preference may be exercised only if the "in-state" firm meets the test of providing equal service and best execution.
