HB 1118 Child visitation and custody.

SUMMARY:
Parental abduction. Provides that any person who knowingly, willfully and wrongfully engages in conduct constituting a clear and significant violation of a court order respecting the custody or visitation of a child is guilty of a Class 4 misdemeanor. A second conviction within twelve months constitutes a Class 3 misdemeanor, and a third conviction within twenty-four months is a Class 2 misdemeanor. The bill gives the juvenile courts jurisdiction over these offenses without regard to whether the order being violated was entered in the circuit or district court.
