Be it further resolved that the Committee develop a program to determine (i) the number of unauthorized persons who receive benefits in the Commonwealth (ii) the estimated cost of all services provided to unauthorized persons (iii) the proper procedure for reporting all undocumented persons to the Immigration and Naturalization Service so as to prevent the Commonwealth from aiding and abetting illegal or undocumented persons.
