24102331DWHEREAS, Helen Delores Bandy, a highly admired member of the community in Hampton Roads, died on June 2, 2023; and
WHEREAS, born in 1926, Helen Bandy witnessed firsthand countless historical events throughout the 20th century, from the Great Depression and World War II to the civil rights movement, the moon landing, and the dawn of the Internet era; and
WHEREAS, Helen Bandy grew up in Enfield, North Carolina, and was a member of the first graduating class of Peninsula Business College in Newport News; and
WHEREAS, Helen Bandy worked as a cashier in the coffee shop of Fort Eustis in Newport News and rose through the ranks to become the director of finance and accounting for the installation; and
WHEREAS, Helen Bandy inspired others through her sense of humor and zest for life, and was an active community leader in Hampton Roads; and
WHEREAS, Helen Bandy was a local sensation as the first person to own a television in the Newsome Park neighborhood, worked on the Central Intercollegiate Athletic Association basketball tournament, and earned several local accolades for her personal and professional achievements; and
WHEREAS, Helen Bandy was also active in local government, and she once received a phone call from then Vice President Joseph R. Biden, during which she proudly encouraged him to seek election to the presidency; and
WHEREAS, Helen Bandy was a woman of deep and abiding faith, who enjoyed fellowship and worship with the congregation of First Baptist Church East End, which she supported generously; and
WHEREAS, predeceased by her husband, Ralph, Helen Bandy will be fondly remembered and greatly missed by her daughter, Margaret, and her family; and numerous other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Helen Delores Bandy, a vibrant resident of Hampton Roads; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Helen Delores Bandy as an expression of the General Assembly’s respect for her memory.
