WHEREAS, it is the policy of the Commonwealth to promote and ensure the safety of all users of its highways; and

WHEREAS, certain intersections may be more susceptible to the occurrence of traffic accidents causing damage to property, injury, or death; and

WHEREAS, in July 2023, a fatality took place along the intersection of Somerset Crossing Drive and Forkland Way in Gainesville in Prince William County; and

WHEREAS, residents of the community of Gainesville, concerned for the continued safety and conditions of the intersection, have requested action to improve pedestrian and driver safety at such intersection; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the Department of Transportation be requested to study the feasibility of implementing certain roadway and pedestrian improvements in Gainesville in Prince William County. Such study shall focus on the feasibility of such improvements along Somerset Crossing Drive.

In conducting its study, the Department of Transportation shall evaluate the current safety of the intersection and consider the feasibility of innovative intersection designs and other additional safety measures to improve the safety of Somerset Crossing Drive.

All agencies of the Commonwealth shall provide assistance to the Department of Transportation for this study, upon request.

The Department of Transportation shall complete its meetings by [ November 30, 2024 June 30, 2025 ] , and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the [ 2025 2026 ] Regular Session of the General Assembly and shall be posted on the General Assembly's website.
