WHEREAS, Richard Robert Paradis, a longtime civilian employee of the United States Navy, engineering expert, and supportive husband and father, died on September 14, 2023; and

WHEREAS, Richard Paradis grew up in Massachusetts and graduated from the University of Massachusetts Dartmouth; and

WHEREAS, Richard Paradis worked as an electrical engineer and criteria manager for the United States Navy’s Naval Facilities Engineering Command for 36 years, then joined the private sector as a senior engineer and manager of federal buildings programs for Steven Winter Associates; and

WHEREAS, Richard Paradis later worked for the National Institute of Building Sciences in Washington, D.C., and was a sought-after speaker and independent consultant on a wide range of topics, including acoustics, noise control, facility security, resilience and sustainability, and procurement; and

WHEREAS, highly respected in the field of engineering, Richard Paradis was a senior member of the Institute of Electrical and Electronics Engineers and a member of the Institute of Noise Control Engineering; and

WHEREAS, Richard Paradis relished every opportunity to pass on his lifetime of wisdom to new generations; he was a kind and loving father, and he supported foster children through the Virginia Beach Department of Social Services; and

WHEREAS, Richard Paradis also supported young people as a youth athletics coach and volunteered his time and leadership abilities to the Special Olympics and the Knights of Columbus; and

WHEREAS, after his well-earned retirement, Richard Paradis and his wife, Dianne, enjoyed road trips around the country in their motorhome; and

WHEREAS, predeceased by one daughter, Irene, Richard Paradis will be fondly remembered and greatly missed by his wife of 54 years, Dianne; his children, Lisa, Richard, Jr., Michael, and Randy, and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Richard Robert Paradis; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Richard Robert Paradis as an expression of the General Assembly’s respect for his memory.
