WHEREAS, the long-established communities of the Commonwealth, especially those of the great Southside, continue to produce, and alternately to attract, in every generation, individuals who have the gift of discerning a public need and the discipline required to bring into being precisely the required remedy; and

WHEREAS, in Powhatan County, and for the people of Powhatan, Connie Moslow is such an individual; and

WHEREAS, it was in 2008 that Connie Moslow, then 69 years young, a wife, mother, homemaker, teacher, and already a deeply engaged citizen of her community, realizing that many of her fellow citizens were having to drive to Richmond in quest of affordable medical care, determined to establish a facility for free medical care in Powhatan, for the people of Powhatan; and

WHEREAS, thus, from the vision and indomitable will of one individual, able to inspire and to secure the assistance and involvement of many other individuals, did Powhatan Free Clinic come to be; and

WHEREAS, the first services arranged for the Powhatan Free Clinic that would come to be was a regular visit to Powhatan County Fairgrounds by the mobile Care-A-Van of Bon Secours Hospital; and

WHEREAS, a year later—for such was the public response to the medical services that Connie Moslow had been instrumental in providing—Powhatan Free Clinic was able to move into donated space in the Powhatan Health Department Building, to hire its first part-time nurse, and, through a partnership with Access Now, a program of the Richmond Academy of Medicine, to link patients with a physician who donated specialty services; and

WHEREAS, across the years since, Powhatan Free Clinic has expanded its care for needy citizens to dental hygiene, dental fillings, extractions, and dentures, mental health, and free eye exams and glasses, through the generous support of partners in those fields; case management linking patients with specialty resources; counseling for students of Powhatan schools; and even translators for Spanish-speaking patients; and

WHEREAS, in March of 2021, having completed a $2 million-plus capital campaign supported by countless citizens, churches, civic associations, and businesses, Powhatan Free Clinic relocated to its own marvelous new facilities at 2320 Skaggs Road in Powhatan Court House; and

WHEREAS, through all of its years of operation, Powhatan Free Clinic, led by Connie Moslow and a dedicated group of voluntary directors, volunteers galore, and devoted doctors, dentists, nurses, and aides, has accomplished and maintained its original goal, namely, to be “the only safety-net provider for the uninsured and low-income residents in the community”; and

WHEREAS, Powhatan Free Clinic treats the whole human being by providing a combination of care that addresses not only primary-care needs but also chronic-care and specialty-care, medication counseling, behavioral and women’s health, case management, and health education, as well as dentistry in-house; and

WHEREAS, during the COVID-19 pandemic, Powhatan Free Clinic served 550 individuals in 2020–2021, which increased to 2,200 patient visits during 2022 and to some 3,000 patient visits during 2023; and

WHEREAS, having at age 85 brought, with the aid of countless, admiring others, her vision into a vibrant reality, all the while as a volunteer deriving no salary, Connie Moslow has concluded her services as executive director of Powhatan Free Clinic and secured a splendid successor in Elizabeth Ream; and

WHEREAS, Powhatan Free Clinic is destined to enrich the lives of countless people for decades and decades to come, all owing to the singular response-to-a-challenge of one individual; now, therefore, be it

RESOLVED by the House of Delegates, That Connie Moslow hereby be commended for her remarkable achievements and her long years of devotion to the people of Powhatan; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Connie Moslow as an expression of House of Delegates’ admiration for her contributions to the health and well-being of the countless men, women, and children whose lives are being enriched through the services provided by the doctors, dentists, directors, nurses, aides, and volunteers of Powhatan Free Clinic.
