2024 SESSION
WHEREAS, the Arlington Heights Civic Association established a Friendship Community relationship with the Bibury Parish Council in Gloucestershire, England, on November 8, 2022, to foster cooperation and communication between the two communities; and
WHEREAS, Bibury Parish’s historic Arlington Row in the Village of Arlington is listed on the National Heritage List for England, and the village is the eponym for Arlington County and Arlington Heights; and
WHEREAS, the Village of Arlington was the home of the Custis family, founders of both the Arlington Plantation in Northampton County and the Arlington House in Northern Virginia; and
WHEREAS, since a formal sister city relationship was not possible due to the size difference in jurisdictions, Mark Murawski, a member of the Arlington Heights Civic Association, in partnership with Craig Chapman, chair of the Bibury Parish Council, created and formed a Friendship Community relationship to celebrate the deep historical ties between Arlington County and Bibury Parish; and
WHEREAS, the Friendship Community relationship between Arlington Heights and Bibury Parish, an example of citizen diplomacy, connects people and communities by promoting ideas and enhancing cultural awareness among residents; and
WHEREAS, the Friendship Community relationship between Arlington Heights and Bibury Parish provides opportunities for community members to celebrate the name “Arlington” while promoting both the similarity and diversity that it has come to represent; now, therefore, be it
RESOLVED by the House of Delegates, That the Arlington Heights Civic Association and the Bibury Parish Council hereby be commended for establishing a unique international relationship; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare copies of this resolution for presentation to the Arlington Heights Civic Association and the Bibury Parish Council as an expression of the House of Delegates’ admiration for the work of both organizations to foster international understanding and strengthen cultural and historical awareness through this unique community engagement program.
