WHEREAS, People Incorporated, one of the first community action agencies in the Commonwealth and one of the first rural community action agencies in the United States, celebrates its 60th anniversary in 2024; and

WHEREAS, known originally as the Hayters Gap Community Club, what is today People Inc. was incorporated by Joseph P. Johnson, Jr., on August 11, 1964, as the Progressive Community Club of Washington County; and

WHEREAS, founded with a vision for building and sustaining a vibrant community for the residents of Washington County, the Progressive Community Club of Washington County extended its service to the Bristol area and became People Incorporated in 1974; and

WHEREAS, People Inc. has steadily expanded its service area over the past half-century and today offers programs and services in 16 cities and counties of the Commonwealth; and

WHEREAS, the founders of People Inc. believed that everyone, no matter their circumstances, deserves access to opportunities to improve their lives, their families, and their communities, principles which guide the organization to this day as its staff works tirelessly to make the Commonwealth a better place to live, work, and raise a family; and

WHEREAS, People Inc. has developed more than 30 services and programs to meet the needs of individuals and families, including affordable housing development and management, community development, community services, economic development, early childhood education, and workforce development; and

WHEREAS, in 2023 alone, People Inc.’s services reached more than 7,000 people across the Commonwealth, while the organization was one of the leading employers in Washington County, striving to create better opportunities for not just the community, but its employees; and

WHEREAS, in the last 60 years, People Inc. has grown from a small community organization to a nationally recognized service agency and community development corporation that is regarded as one of the most innovative and successful community action agencies in the nation; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend People Incorporated on the occasion of its 60th anniversary; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to People Incorporated as an expression of the House of Delegates’ admiration for the organization’s history and its contributions to the Commonwealth.
