HOUSE JOINT RESOLUTION NO. 250
Commending the Norfolk Tides.

WHEREAS, the Norfolk Tides, a Minor League Baseball team of the International League and the Triple-A affiliate of the Baltimore Orioles, won the Triple-A National Championship at the Las Vegas Ballpark on September 30, 2023; and

WHEREAS, the Norfolk Tides shut down the Durham Bulls by a score of 7–0 to capture the team’s first International League title since 1985 and to advance to the Triple-A National Championship; and

WHEREAS, in the national championship game, the Norfolk Tides emerged victorious in a thrilling matchup against the Oklahoma City Dodgers, securing a 7–6 victory; and

WHEREAS, the Norfolk Tides showcased exceptional skill, determination, and teamwork throughout the championship game, demonstrating their unwavering commitment to excellence in baseball; and

WHEREAS, this remarkable achievement marks the second Triple-A national title in franchise history, further solidifying the Norfolk Tides’ legacy as a powerhouse in Minor League Baseball; and

WHEREAS, the Norfolk Tides’ triumph in the championship game follows closely on the heels of their victory in the International League title game at Harbor Park, exemplifying their consistency and dominance throughout the season; and

WHEREAS, Buck Britton, the Norfolk Tides’ manager and the 2023 International League Manager of the Year, guided the Tides to a 90–59 record in the regular season, setting a single-season franchise record for wins and becoming the sixth Tides manager in Triple-A franchise history to win International League Manager of the Year; and

WHEREAS, Norfolk Tides’ outfielder, Colton Cowser, who hit .300 with 72 runs, 18 doubles, a triple, 17 home runs, 62 runs-batted-in, and 64 walks, while slashing .398/.498/.896 in 87 games with the Tides, was named to the International League All-Star Team; and

WHEREAS, the players, coaches, and staff of the Norfolk Tides have exhibited dedication, perseverance, and sportsmanship, serving as exemplary ambassadors for the City of Norfolk and the sport of baseball as a whole; and

WHEREAS, the Norfolk Tides’ success brings immense pride and joy to their fans, supporters, and the entire Norfolk community, inspiring future generations of athletes to pursue their dreams with passion and determination; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Norfolk Tides for their outstanding performance and victory in the 2023 Triple-A National Championship, celebrating their exceptional talent, resilience, and achievements in the sport of baseball; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the players, coaches, and staff of the Norfolk Tides for their tireless dedication, hard work, and sportsmanship, which have brought honor and glory to the city of Norfolk.
