Commending Frances M. Boswell.

WHEREAS, Frances M. Boswell, secretary to the Department of Wildlife Resources Board and executive assistant to the executive director of the Department of Wildlife Resources, has served the Commonwealth for more than 50 years; and

WHEREAS, a lifelong resident of the Commonwealth, Frances Boswell began working for what was then the Virginia Department of Game and Inland Fisheries on September 5, 1973, as a license accounting clerk; and

WHEREAS, in recognition of her outstanding performance, Frances Boswell was promoted to the position of license accounting supervisor, assuming responsibility for the collection of $20 million in hunting and fishing license fee revenue, which represented 40 percent of the agency’s annual revenue; and

WHEREAS, as the license accounting supervisor in 2006, Frances Boswell implemented the agency’s new E-LARS electronic license accounting records system for print-on-demand hunting and fishing licenses and trained more than 300 license agents statewide to use the system; and

WHEREAS, Frances Boswell was appointed by Governor Robert F. McDonnell in June 2010 as the confidential assistant for administration to the director of what was then the Department of Game and Inland Fisheries; and

WHEREAS, Frances Boswell was also assigned as the secretary to the agency’s board and, in recognition of her dedicated and excellent service to the executive director and the board, was retained as an appointee under Governors Terence R. McAuliffe, Ralph S. Northam, and Glenn Youngkin; and

WHEREAS, on November 5, 2023, Frances Boswell was recognized for her 50 years of faithful and loyal service to the Department of Wildlife Resources and the citizens of the Commonwealth; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Frances M. Boswell for her long legacy of devoted service to the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Frances M. Boswell as an expression of the General Assembly’s admiration for her commitment and dedication to serving the citizens of the Commonwealth.
