Celebrating the life of Emmitt Bruce Marshall.

WHEREAS, Emmitt Bruce Marshall, a respected business owner and the longest-tenured member of the Spotsylvania County Board of Supervisors in county history, died on May 7, 2023; and

WHEREAS, Emmitt Marshall served the community for more than 60 years as the owner of Marshall Brothers Lumber Company, and he was an active member of the local Farm Bureau, the Lions Club, and the Berkeley Hunt Club; and

WHEREAS, desirous to be of further service to the community, Emmitt Marshall ran for and was elected to the Spotsylvania County Board of Supervisors, taking office in 1980 as the supervisor for the Berkeley District; and

WHEREAS, during his extensive tenure on the Spotsylvania County Board of Supervisors, Emmitt Marshall went above and beyond to enhance the quality of life in the region and strove to build compromise and consensus on important issues; and

WHEREAS, Emmitt Marshall participated in annexation negotiations between Fredericksburg and Spotsylvania County, oversaw the purchase of the former cellophane plant that became the Bowman Center, and led efforts to sell the Rappahannock Regional Jail at auction, ultimately generating $520,000 for Spotsylvania County, King George County, and the City of Fredericksburg; and

WHEREAS, Emmitt Marshall retired from public office in 2013 after 34 years of exceptional service, and his grandson, Kevin, subsequently followed in his footsteps as the supervisor for the Berkeley District; and

WHEREAS, Emmitt Marshall enjoyed fellowship and worship with the congregation of Bethany Baptist Church, where he served as a deacon; and

WHEREAS, predeceased by his wife of more than 72 years, Viola, and one son, Donald, Emmitt Marshall will be fondly remembered and greatly missed by his daughter, Donna, and her family; his daughter-in-law, Peggy, and her family; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Emmitt Bruce Marshall, a highly admired community leader and public servant in Spotsylvania County; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Emmitt Bruce Marshall as an expression of the General Assembly’s respect for his memory.
