Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 1-240.01 as follows:

§ 1-240.01. Restriction on the use of public funds; abortion services.

A. As used in this section:

"Abortion services" means performing, assisting with, or directly referring for abortions or encouraging or counseling patients to have abortions.

"Public funds" means any state funds from whatever source, including state general funds, nongeneral funds, and medical assistance services.

B. No agency of the Commonwealth shall enter into any contract with or make any grant of public funds to any entity or any affiliate of any entity that provides abortion services or operates a facility at which abortion services are provided.

2. That §§ 32.1-92.1 and 32.1-92.2 of the Code of Virginia are repealed.
