Be it enacted by the General Assembly of Virginia:

1. § 1. The Secretary of the Commonwealth shall convene an ad hoc committee for the purpose of studying and evaluating the efficiency and effectiveness of each collegial body established by law or executive order within the executive branch and each collegial body established by law or Act of Assembly within the legislative branch. The committee shall also develop uniform standards for the establishment and operation of collegial bodies within the executive branch, including standards related to (i) the number of members; (ii) quorum requirements; (iii) selection of chair or vice-chair; (iv) qualifications and requirements for membership; (v) compensation and expenses of members; (vi) terms of office and limits on number of terms a member may serve; (vii) filling vacancies in the membership; (viii) voting privileges for ex officio members; and (ix) the expiration of a collegial body.

The committee shall consist of 10 members appointed as follows: three nonlegislative citizen members, appointed by the Governor, each of whom shall have previously served as a gubernatorial appointee on a collegial body within the executive branch; two members of the House of Delegates and one nonlegislative citizen member who has previously served as a legislative appointee on a collegial body within the executive or legislative branch, each of whom shall be appointed by the Speaker of the House of Delegates; two members of the Senate of Virginia and one nonlegislative citizen member who has previously served as a legislative appointee on a collegial body within the executive or legislative branch, each of whom shall be appointed by the Senate Committee on Rules; and the Secretary of the Commonwealth, or his designee, who shall serve as chair of the committee.

Staff to the committee shall be provided by the Office of the Secretary of the Commonwealth. The Division of Legislative Services shall provide additional staff support to legislative members serving on the committee. All agencies of the Commonwealth shall provide assistance to the committee upon request.

The Clerk of the House of Delegates and the Clerk of the Senate of Virginia shall provide a list to the committee of all collegial bodies within the legislative branch.

The committee shall complete its meetings by October 1, 2024, and shall submit to the Governor and General Assembly an executive summary and a report of its findings and recommendations. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2025 Regular Session of the General Assembly and shall be posted on the General Assembly's website. Upon submitting the executive summary and report to the Governor and General Assembly, the committee shall expire.
