Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Housing and Community Development, through its Board of Housing and Community Development, shall amend section 602.4 of 13VAC5-63-540 so that every owner and operator of a Group R-2 apartment building who rents, leases, or lets one or more dwelling units, rooming units, or guestrooms on terms, either express or implied, to furnish cooling to the occupants thereof shall supply cooling during the period from April 1 to October 1 to maintain a temperature of not more than 77 degrees Fahrenheit (25 degrees Celsius) in all habitable rooms.
