Be it enacted by the General Assembly of Virginia:

Such standards and guidelines shall take into account the county's or city's population of registered voters and the density and distribution of such population within the county or city boundaries, prioritize proximity to major transportation corridors and access to public transportation, and include a recommended minimum number of voter satellite offices for the 14-day and 30-day periods immediately preceding a general election.
