Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-23.4 as follows:
§ 22.1-23.4. Pandemic recovery task force.
The Superintendent shall establish and appoint such members as he deems necessary or appropriate to a pandemic recovery task force (the task force) within the Department. The purpose of the task force is to examine the negative impacts of the COVID-19 pandemic on public education in the Commonwealth and to provide recommendations, guidance, and resources to each local school division in order to enable all enrolled students to thrive academically, socially, and emotionally and to meet or exceed pre-pandemic levels on all relevant metrics of student achievement and well-being. The task force shall focus particularly on student learning loss, attendance, and mental health and on vulnerable populations of students. The task force shall annually submit a report of its findings and recommendations to the Board, the Governor, the General Assembly, and each school board no later than November 1.
