24108355DBe it enacted by the General Assembly of Virginia:
1. § 1. The State Council of Higher Education for Virginia (SCHEV) and the Virginia Office of Education Economics (VOEE) shall identify and report on opportunities to improve the Virginia Longitudinal Data System (the System). The report shall be developed in consultation with the Secretary of Education, the Secretary of Labor, the participating agencies in the System, and the Chairs of the Senate Committee on Education and Health, the Senate Committee on Finance and Appropriations, the House Committee on Education, and the House Committee on Appropriations.
The report shall include a plan and associated costs to (i) develop preprocessed datasets to assist in responding to inquiries from the executive and legislative branch entities, including a list of existing datasets by agency and at least two sample datasets; (ii) develop an appropriate governance and data sharing structure to provide data in a timely manner to the Governor, the General Assembly, and researchers; (iii) assess the feasibility of providing interoperability with the Workforce Data Trust and the ability to support data sharing that maintains data privacy as required by state and federal law; (iv) develop a review of the methods and appropriate technology used to compile and merge datasets; and (v) determine the appropriate entity to administer the System and outline the opportunities and challenges if the entity does not operate within the scope of the Virginia Information Technologies Agency (VITA).
The report shall consider practices in other states that ensure data privacy and integrity, support evidence-based research, provide data-informed decision making for policy and practice, include public facing dashboards, and maintain a formal governance structure.
SCHEV and VOEE may hire a third-party consultant to provide expertise in developing the plan and shall report their findings by November 1, 2024, to the Governor and the Chairs of the Senate Committee on Education and Health, the Senate Committee on Finance and Appropriations, the House Committee on Education, and the House Committee on Appropriations.
