Nothing in this subsection shall prohibit a person from releasing hunting dogs on or within 15 feet of the edge of such roadway for purposes of transporting the dogs to (i) an immediately adjacent parcel of land if he has the permission of the landowner to hunt with such dogs on such parcel or (ii) parcels of public lands available for hunting adjacent to both sides of the roadway.
