No recipient shall be subject to denial of SNAP benefits for failure to participate in such coordinated provision of workforce development services. Each local workforce development board entering into such agreement shall ensure that such agreement incorporates elements sufficient to satisfy the requirements of subdivisions I 9 and 10 of § 2.2-2472 of the Code of Virginia.
