That the initial appointments by the Governor of nonlegislative citizen members to the board of trustees of the Virginia Museum of Transportation pursuant to subsection A of § 23.1-3230 of the Code of Virginia, as created by this act, shall be staggered as follows: three members for a term of one year; four members for a term of two years; four members for a term of three years; and four members for a term of four years.
