23102025DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 22.1-298.1:1 as follows:
§ 22.1-298.1:1. Teacher licensure website and licensure application portal.
A. The Department shall develop and maintain an easily accessible and streamlined teacher licensure website to provide clarification on licensure and endorsement requirements. Such teacher licensure website shall also provide information on the requirements and certification credentials needed based on the specific type of licensure or endorsement being sought.
B. The Department shall develop and maintain a teacher licensure application portal that is accessible through the teacher licensure website developed pursuant to subsection A. Such licensure application portal shall integrate all forms and payment required for teacher licensure, including initial licensure, licensure renewal, or additional credentialing or endorsements. The licensure application portal shall also include:
1. A feature enabling any teacher to track his progress in (i) earning professional development points, (ii) completing any renewal requirements as prescribed by the Board, and (iii) fulfilling additional credentialing or endorsement options as offered and prescribed by the Board; and
2. Options for
sharing and sending application documents and
forms to allow Educator Preparation Programs (EPPs) or
division leadership to review and approve such documents and forms before the Department
review process.
