Be it enacted by the General Assembly of Virginia:

1. That Chapter 7 (§§ 46.2-770 through 46.2-774) of Title 46.2 of the Code of Virginia and the second enactment of Chapter 446 of the Acts of Assembly of 2022 are repealed.

2. That the Commissioner of the Department of Motor Vehicles (the Commissioner) shall refund to an applicant who has requested and is eligible for a refund pursuant to § 46.2-688 of the Code of Virginia the cost of the highway use fee, prorated in six-month increments, if such application is made when six or more months remain in the vehicle registration period and the original vehicle registration fee included the highway use fee. The Commissioner shall refund the cost of the highway use fee to any owner of a motor vehicle who prepaid such fee, prorated for the period of time between the effective date of this act and the expiration of the original vehicle registration with which the highway use fee was collected.
