Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 22.1-206.3 as follows:

§ 22.1-206.3. Standardized, Uniform, and Comprehensive Collaborative Exchange School Support (SUCCESS) Program; development and implementation.

A. The Department of Education, the State Board for Community Colleges, and the State Council of Higher Education for Virginia shall develop a plan to establish and implement the Standardized, Uniform, and Comprehensive Collaborative Exchange School Support Program (SUCCESS Program) for the purpose of improving the collaboration between community colleges and high schools in the Commonwealth in administering dual enrollment postsecondary degree and credential programs to (i) help alleviate instructional staffing shortages in public high schools and (ii) increase access for high school students to opportunities for earning postsecondary credits toward completion of an associate's degree or credential, including the New Economy Workforce Credential Grant Program; the Get Skilled, Get a Job, Give Back Program; and the Passport Program.

B. The plan required pursuant to subsection A shall include policies, procedures, and strategies necessary for the establishment and implementation of the SUCCESS Program, including policies, procedures, and strategies relating to:

1. Maximizing technology and sharing resources between high schools and community colleges, including virtual capabilities, to mitigate instructional staffing shortages in high schools and allow instructional staff at community colleges to more easily teach high school students;

2. Providing transportation for high school students to and from their respective high schools and the community colleges at which they are participating in such programs set forth in clause (ii) of subsection A;

3. Standardizing the core curricula and the award of postsecondary credits for work completed through such programs set forth in clause (ii) of subsection A to ensure that all such credits are universally transferrable to and accepted at each community college in the Commonwealth toward the degree or credential for which each student was participating in such programs to complete; and

4. Improving access to opportunities to earn postsecondary credits toward completion of an associate's degree or credential and increasing the ability of high school students to complete such degree or credential prior to graduating from high school or more efficiently and quickly thereafter through such programs set forth in clause (ii) of subsection A, with a focus on degrees or credentials in health care-related fields.

2. That the Department of Education, the State Board for Community Colleges, and the State Council of Higher Education for Virginia shall report on their progress in developing the plan required pursuant to § 22.1-206.3 of the Code of Virginia, as created by this act, to the Chairmen of the Senate Committee on Education and Health and the House Committee on Education by November 1, 2023.

3. That the Department of Education, the State Board for Community Colleges, and the State Council of Higher Education for Virginia shall implement the SUCCESS Program, as established by this act, no later than the beginning of the 2024–2025 school year.
