23106425DBe it enacted by the General Assembly of Virginia:
1. § 1. That the Virginia Bar Association shall convene a work group composed of relevant stakeholders, including one or more representatives from the Civil Litigation Section of the Virginia Bar Association, to study the constitutional limits imposed on states by the Interstate Commerce Clause of the Constitution of the United States to impose civil liability on commercial entities that publish or distribute material harmful to juveniles, as that term is defined in § 18.2-390 of the Code of Virginia, on the Internet. The work group shall report its findings to the Chairmen of the Senate Committee on the Judiciary and House Committee for Courts of Justice by November 1, 2023.
