Be it enacted by the General Assembly of Virginia:

1. § 1. The Commissioner of Labor and Industry shall adopt regulations permitting a person 16 years of age or older who are serving a voluntary apprenticeship as provided in Chapter 6 (§ 40.1-117 et seq.) of Title 40.1 of the Code of Virginia to be permitted to be employed in a cosmetology salon, as that term is defined in § 54.1-700 of the Code of Virginia.
