AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Board of Education to assess the creation of a parent data portal related to student assessment data.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Board of Education shall assess and report to the Senate Committee on Finance and Appropriations and the House Committee on Appropriations and the individuals and entities identified by such Committees shall consider and make recommendations to the General Assembly no later than October 1, 2023, regarding the creation and maintenance of a Virginia parent data portal that would, among other things, (i) display individualized student assessment data on all state-supported assessments currently and cumulatively over time; (ii) provide a description of the purpose of each state-supported assessment, an explanation of how to interpret student data on each state-supported assessment, and a comparison of a student's performance on each state-supported assessment with the performance of the student's school, the student's school division, and the Commonwealth; (iii) be viewable from a mobile device in addition to a desktop computer; and (iv) restrict user access to students and their parents. Such recommendations shall include fiscal estimates related to the creation, implementation, and administration of a Virginia parent data portal.

For purposes of this act, "state-supported assessment" means any assessment made available statewide by the Board for administration by local school divisions to students in pre-kindergarten through grade 12, including any (i) Standards of Learning assessment described in § 22.1-253.13:3 of the Code of Virginia, (ii) grades three through eight reading or mathematics through-year growth assessment described in § 22.1-253.13:3 of the Code of Virginia, and (iii) screeners provided or approved by the Department of Education.
