AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to affirm the Commonwealth's support for a merger between Eastern Virginia Medical School and Old Dominion University and to direct such institutions to provide deliverables relating to such merger for presentation to the Governor and the General Assembly; report.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the General Assembly affirms and is committed in concept to the merger between Eastern Virginia Medical School and Old Dominion University by designating the schools and divisions previously existing as Eastern Virginia Medical School and such other academic units of Old Dominion University related to the health sciences as may be identified by the Old Dominion University board of visitors as the Eastern Virginia Health Sciences Center at Old Dominion University. Eastern Virginia Medical School and Old Dominion University shall provide the following deliverables no later than August 1, 2023, to the Governor and the Chairmen of the Senate Committee on Finance and Appropriations, the Senate Committee on Education and Health, the House Committee on Appropriations, and the House Committee on Health, Welfare and Institutions: (i) a five-year integrated strategic and financial plan that defines how the initial and ongoing operations, strategic investments, and capital requirements will properly fund the Eastern Virginia Health Sciences Center at Old Dominion University; (ii) metrics tied to the strategic and financial plan that will measure the improved health care and community outcomes in the surrounding region resulting from the creation of the Eastern Virginia Health Sciences Center at Old Dominion University; (iii) a comprehensive funding plan that supports the execution of such strategic and financial plan and includes all parties necessary to ensure a successful outcome; (iv) a time and effort matrix that distributes positions and costs by appropriate fund sources and that includes educational and general programs, grants and contracts, practice plan clinical activity, hospital affiliations, and other health care affiliation activity; and (iv) a governance model that aligns all parties necessary to ensure a successful outcome. Upon written approval of such deliverables by the Governor and the Chairmen of the Senate Committee on Finance and Appropriations, the Senate Committee on Education and Health, the House Committee on Appropriations, and the House Committee on Health, Welfare and Institutions, Old Dominion University and Eastern Virginia Medical School shall initiate the necessary next steps to move forward with a merger to create the Eastern Virginia Health Sciences Center at Old Dominion University.
