SENATE BILL NO. 1193 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the Senate Committee on Education and Health on January 19, 2023) (Patron Prior to Substitute--Senator Reeves) A BILL to amend the Code of Virginia by adding in Article 2 of Chapter 1 of Title 23.1 a section numbered 23.1-111, relating to public institutions of higher education; foreign governments; financial payments and grants; reporting.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 2 of Chapter 1 of Title 23.1 a section numbered 23.1-111 as follows:

§ 23.1-111. Employee reporting; financial payments and grants received from or funded by foreign government.

A. As used in this section, "foreign government" means any government other than the United States government or the government of a state or political subdivision thereof.

B. Each public institution of higher education in the Commonwealth shall disclose to the Council any financial gifts, bequests, grants, or payments received from or any contracts entered into with any foreign government by such institution or any employee or agent thereof.
