Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23.1-111 as follows:

§ 23.1-111. Employee reporting and restrictions; programs and grants affiliated with or sponsored by certain foreign governments.

No employee at a public institution of higher education in the Commonwealth shall participate in Chinese-sponsored talent recruitment programs or receive Chinese-funded grants. Each such employee shall also disclose to the Council all financial payments received from foreign governments.
