AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to direct the Department of Housing and Community Development to convene a work group to study protection of vulnerable tenants.

Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Housing and Community Development, in coordination with the Department of Social Services, shall convene a work group to study and develop recommendations pertaining to evictions of vulnerable persons. The work group shall evaluate policies that can be used to protect an authorized occupant of a rental who is (i) a dependent child younger than 18 years of age or (ii) a mentally or physically incapacitated elderly person in situations where landlords seek to terminate a rental agreement for noncompliance. The work group's recommendations shall include an analysis of the current protections in place for children and elderly tenants as well as proposed legislation to increase protection for and reduce displacement of such tenants. The work group shall report its findings and recommendations to the Chairmen of the Senate Committee on Rehabilitation and Social Services and the House Committee on Health, Welfare and Institutions by November 1, 2023.
