23101518DWHEREAS, State Route 100 is one of the major highways in the New River Valley that is essential for access to Interstate 81; and
WHEREAS, State Route 100 alternates between two lanes and four lanes at multiple places along the 53-mile highway; and
WHEREAS, the reduction of lanes from four lanes to two lanes on the approximately four-mile stretch of State Route 100 between the intersection of State Route 100 and State Route 692 in Giles County and the border of Giles County and Pulaski County creates a serious safety hazard; and
WHEREAS, the Virginia 2022–2026 Strategic Highway Safety Plan commits the Commonwealth to seeking and seizing all opportunities to enhance the safety of Virginia's surface transportation system by reducing the risk of fatalities and serious injuries caused by crashes; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study the feasibility of widening that portion of State Route 100 between the intersection of State Route 100 and State Route 692 in Giles County and the border of Giles County and Pulaski County from a two-lane highway to a four-lane highway.
In conducting its study, the Department of Transportation (the Department) shall consider the safety impacts of such widening; evaluate the amount and type of congestion on this portion of highway; estimate the cost of such widening and any related improvements required or deemed beneficial by the Department; and identify potential sources of funding for such widening.
All agencies of the Commonwealth shall provide assistance to the Department of Transportation for this study, upon request.
The Department of Transportation shall complete its meetings by November 30, 2023, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2024 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
