23103473DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.2-1133 as follows:
§ 15.2-1133. Localities with a population greater than 3500; report to Department of Housing and Community Development.
A. Any county, city, or town with a population greater than 3,500 in any preceding 12-month period shall submit to the Department of Housing and Community Development a report summarizing the enactment or modification of such locality's policies, ordinances, or processes affecting the development and construction of housing. Such report shall include:
1. Data on local development activity;
2. Any adoptions or amendments made regarding a local proffer policy pursuant to §§ 15.2-2298, 15.2-2303, or 15.2-2303.1;
3. Policies and processes related to the review and issuance of building permits by the local building official, including any vacant or unfilled positions in the local building department;
4. Any changes made to zoning policies or ordinances affecting single-family or multi-family housing;
5. Any adoptions or amendments made to any local incentives designed to spur the development or construction of housing;
6. Any adoptions or amendments made to any fees associated with the review of development applications, issuing permits, or conducting inspections; and
7. Any studies or reports the locality has conducted regarding its housing market, the supply or demand of housing, or any challenges identified in producing housing identified by such studies or reports.
B. The report submitted pursuant to this section shall be submitted annually by September 1 for the preceding July 1 through June 30. Reports shall be submitted in accordance with any forms developed by the Department of Housing and Community Development.
