Be it enacted by the General Assembly of Virginia:

1. § 1. That the Secretaries of Education and Labor shall convene an interagency task force to review the Virginia Workforce System and the federal Workforce Innovation and Opportunity Act of 2014 (P.L. 113-128) (WIOA). Such task force shall include all relevant state agencies who house Title I, II, and III programs and the state's Registered Apprenticeship program, as well as representatives from the Virginia Community College System, the Virginia Economic Development Partnership Authority, the Virginia Board of Workforce Development, the Virginia Association of Workforce Directors, and organized labor, to consider possible alternatives for the alignment of Titles I, II, and III funded by the WIOA. In reviewing these issues, the task force shall include the challenges, opportunities, and costs for each considered reorganization model. The task force shall also consult with the Virginia representative for the U.S. Department of Labor and consider the December 2021 Workforce System Evaluation report submitted to the Virginia Board of Workforce Development and the Governor. The task force shall include the reasons for their findings if one alternative alignment of Titles I, II, and III is favored over another. The Secretaries of Education and Labor shall submit an executive summary and report containing the task force's findings and recommendations to the Governor, the General Assembly, and the Virginia Board of Workforce Development by June 30, 2024. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports.
