Be it enacted by the General Assembly of Virginia:

1. § 1. That the Virginia Board of Social Work (the Board) shall adopt reciprocity standards for licensed clinical social worker (LCSW) candidates. A candidate for LCSW licensure may qualify for licensure by endorsement in the Commonwealth if he (i) holds an LCSW license from another state; (ii) has passed the Association of Social Work Boards Masters examination; (iii) is currently certified as a clinical social worker in another state; and (iv) has completed at least 10 years of practice within the last 15 years. The Board shall develop and adopt application criteria and procedures for LCSW licensure of such candidates by endorsement. The Board shall provide the reciprocity standards and application criteria and procedures to the Virginia Department of Health Professions by October 1, 2023.
