23101528DBe it enacted by the General Assembly of Virginia:
1. § 1. That any person employed by a state agency shall not be required to obtain a vaccination or give proof of vaccination as a condition of his employment if he is philosophically opposed to receiving such vaccination. This exemption for philosophical reasons shall apply to any required vaccination, including for COVID-19. State agencies shall demonstrate compliance by implementing this exemption for philosophical reasons in any vaccine mandates or requirements for agency employees.
