Be it enacted by the General Assembly of Virginia:

1. § 1. The Commission on School Construction and Modernization (the Commission) shall, in consultation with the Department of Energy, develop and make recommendations on strategies to assist interested school divisions with incorporating renewable energy generation facilities in the construction or the renovation of school buildings. In making such recommendations, the Commission shall identify (i) technical assistance available to school divisions for the planning and design stages of incorporating renewable energy generation facilities in the construction or renovation of school buildings, including conducting cost-benefit analyses, and (ii) potential funding sources available to school divisions for incorporating renewable energy generation facilities in such construction or renovation projects. The Commission shall report the recommendations to the House Committee on Appropriations and the Senate Committee on Finance and Appropriations no later than November 1, 2023.
