23103314DBe it enacted by the General Assembly of Virginia:
1. That § 24.2-420.1 of the Code of Virginia is amended and reenacted as follows:
§ 24.2-420.1. Extended time for persons to register in person.
A. Notwithstanding the provisions of § 24.2-416, any person who is qualified to register to vote shall be entitled to register in person up to and including the day of the election at the office of the general registrar in the locality in which such person resides or at the polling place for the precinct in which such person resides. Any application for registration used to register persons pursuant to this section shall require the applicant to affirm, subject to felony penalties for making false statements, that he is not intentionally voting more than once in the same election, whether in the same or a different jurisdiction, and that he is not intentionally registering to vote at more than one residence at the same time, both of which constitute the crime of election fraud and are punishable as a Class 6 felony under the laws of Virginia.
B. The Department shall prescribe procedures for the addition of persons registered under this section to the lists of registered voters.
