23101608DBe it enacted by the General Assembly of Virginia:
1. § 1. That the Department of Human Resource Management shall update the Grievance Procedure Manual (the Manual) as follows:
1. Amend § 5.10 to make all documents pertaining to the grievance, including all footage of rapid eye movement or telephone recordings or records, available to any Department of Corrections or Department of Juvenile Justice employee terminated for client, inmate, or resident abuse upon such employee's request. A complete training guide shall be made available to direct the employee terminated for client, inmate, or resident abuse through the court process. All court filing fees shall be waived.
2. Amend § 6.3 to require the Office of Equal Employment and Dispute Resolution to review and issue a written decision when a party is noncompliant with any of the requirements of the grievance procedure.
3. Throughout the Manual, add probationary employees of the Department of Corrections and Department of Juvenile Justice to any reference to employees of the Department of Corrections and Department of Juvenile Justice.
